A government that sees itself as the giver of rights is an arrogant and deluded government. Likewise, the government has no authority to supersede the moral law. It is not in the power of government to redefine marriage. Perhaps, though I'd oppose it, it could claim to have the power of establishing an alternative form of "civil union", but that is wholly different from marriage.
